§ 20-23. Same—Financial responsibility; condition of vehicle.

No permit shall be issued by the city council to any owner or driver to operate a taxicab over, upon or along any street in the city who has not first submitted to the city council satisfactory evidence of such person's financial responsibility to operate and maintain the service for which a permit is asked, and that the motor vehicle to be operated thereunder is in good mechanical condition, suitable for such use.
